Resolution of the International Scientific and Practical Online Conference “Current issues of administrative, maritime and space law in the context of counteraction to coronavirus disease (COVID-19)” on April 24-25, 2020.
On April 24-25, 2020, Scientific Institute of Public Law (Ukraine), Guangdong University of Petrochemical Technology (China), Odessa State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine (Ukraine) along with partners convened International Scientific and Practical Online Conference “Current issues of administrative, maritime and space law in the context of counteraction to coronavirus disease (COVID-19)”.
More than 70 scientists and experts from different countries (China, Ukraine, Russia, Kazakhstan, Poland, Slovakia) participated in the conference. The opening address was delivered by the Chairman of the Organizing Committee – Professor Valentyn Halunko, Vice President of Guangdong University of Petrochemical Technology Doctor of Engineering Zhiping Peng, Rector of the Odessa State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine Ph.D. in Law Vyacheslav Abroskin and other participants of the conference.
In particular, Valentyn Halunko pointed out that all countries are combating Coronavirus disease (COVID-19) Pandemic. Scientists and medical practitioners from all over the world are actively sharing scientific data and useful information on treatment protocols. However, to date, there is no cure for COVID-19. Consequently, the main burden of countering COVID-19 lies on the public administration. He also stressed that China had achieved great practical success in the fight against COVID-19. According to Valentyn Halunko, Ukrainian scientists should learn from Chinese experience. At the same time, Ukrainian scientists have extensive experience in the rule of law, to which the state apparatus of the People's Republic of China is being transferred. Indeed, there is much to discuss and time is a factor.
There was a fruitful discussion during the Conference. Chinese scientists shared their experience in the fight against COVID-19, particularly the practical measures taken by the Chinese government in order to prevent the epidemic.
Human life and health are the highest humanitarian values. Concerning the risks of contracting the major infectious diseases in virtually every sovereign nation on planet Earth and the responsibility of scientists to their people and governments to counteract COVID-19, the conference participants adopted the following RESOLUTION:
the efforts of scientists from different countries must be united to identify, summarize, exchange information and scientific developments regarding counteraction to the spread of viruses, methods of treatment and policies aimed at minimizing the consequences of restrictive measures;
the practical and scientific experience of Chinese experts and public authorities regarding counteraction to COVID-19 should be disseminated; in particular the use of traditional Chinese medicine;
the measures aimed at combating life-threatening viruses must be effectively implemented by governments in compliance with the rule of law, taking into account the specificities of each sovereign state;
the legal framework to counteract health-threatening viruses with minimal damage to the economy must be developed.
the world scientific community is recommended to discuss the principles of effective public administration of counteracting life-threatening viruses without prejudice to business;
the scientists should continue peaceful exploration and use of outer space, asserting the status of homo sapiens as cosmic people.
